Dave is a seasoned construction business owner with over 25 years of construction ownership experience. Dave has demonstrated expert knowledge in high-end commercial projects, owner’s representation, expert witness testimony, public works, and high-end residential projects. He started his first business in 1997, Rossi Management Group, with experience and projects in the hospitality space and ground up hotels, high-end tenant improvements; banks, law offices and Class A commercial space.

Dave got his start in construction as a laborer for Dinwiddie Construction in 1987 and then a graduate of the Cal Poly School of Architecture with a degree in Construction Management. Dave’s first post started as a project engineer at Rudolph and Sletten Construction Co. (1993 to 1995) in San Diego, CA. After working briefly for a local developer Teoniskoetter and Breeding and international conglomerate builder, Taisei Construction, Dave eventually started his own company. He has worked on all types of projects; from high-end residential projects, public works, high-end commercials space and remodels.

Ryan Cavanagh is a skilled project management professional with over eight years of experience in finance and accounting; participating in the financial success of several companies. A dynamic leader and founding member of CCTV, contributing to the company's growth and eventual acquisition in October 2019. He is skilled in project organization and management, team collaboration and development, content delivery platforms, and customer onboarding. Ryan has Strong communication skills and can collaborate with senior leaders and external partners.

As a Director of Content at Enlighten, coordinating the transition from CCTV to Enlighten, Ryan managed production, maintaining video content, and utilizing metadata tags to optimize integration functionality. As Director of Programming at CCTV, Ryan was in a creative and management role, monitoring daily network health and data analytics for various locations and advertisers. Ryan started on the creative side as a Creative Director at Sun Metrics Inc. However, his role included pulling permits and managing installations of solar panels. Ryan was a customer-facing as well as backed management and marketing.

Born in the vibrant port city of Valparaíso, Chile, Manny Saaveda has lived in Livermore, California, since 1985. A proud U.S. citizen since May 2023, Manny combines his rich cultural heritage with a lifelong dedication to the construction industry. His work is defined by passion, precision, and an unwavering commitment to excellence, making him a valued member of any team he joins. With a career spanning decades, Manny has developed an exceptional reputation for leadership and craftsmanship, consistently exceeding expectations. His journey from Chile to the United States reflects his resilience and drive, which continue to shape his professional endeavors.

Manny Saaveda began his career in July 1985 as a member of the Carpenters Union, where he honed his skills and expertise until 1999. In 2004, he transitioned to leadership as a general contractor, overseeing complex projects with meticulous attention to detail and dedication until 2021. His hands-on experience across various aspects of construction has equipped him with a deep understanding of the trade. In May 2022, Manny joined CIQU Construction, where his technical expertise and decades of experience have made him an integral part of the team. His commitment to quality and craftsmanship continues to drive success in every project he undertakes.

Jaden Jenkins was born in Redwood City, California and spent the first 2.5 years of life living on a small houseboat in the marina. The family then moved to Sunnyvale, where he has lived ever since. Growing up as the eldest of three siblings in a close-knit family, Jaden was deeply influenced by his parents' sacrifices to provide a great education. These experiences instilled in him a strong work ethic, positive outlook, and a solid moral compass.

Raised in a modest home, Jaden learned early on the value of hard work and perseverance. From a young age, Jaden took on leadership roles, including coaching, which sparked a passion for management. Early exposure to remodeling projects, such as bathroom and kitchen renovations with his father, evolved into more significant responsibilities over time. During summer breaks, Jaden worked as a laborer with RJ Daily Construction, gaining hands-on experience in fine home construction. He also took a gap semester during COVID to further immerse himself in the construction field. Jaden's professional journey includes an insightful internship with Pacific Peninsula Group, where he gained valuable experience in project management, focusing on scheduling, budgeting, and quality control. He also interned with CIQU Construction by Dave Rossi, stepping into the role of a superintendent and serving as the on-site contact, further developing [his/her/their] skills in construction management. He graduated from Boise State in May of 2024 with a Bachelor of Science Degree in Construction Management.

Marc Palacio is a veteran general contractor with over 30 years of hands-on construction and construction management experience, specializing in custom homes, detailed residential remodels, and select tenant improvements. With a strong foundation in millwork and cabinetry, Marc brings a rare blend of precision craftsmanship and leadership to every project. His expertise spans everything from historical restorations to luxury estates and energy-efficient modern builds. Marc has a reputation for being a builder who doesn't just oversee—he crafts, solves, and delivers. Whether collaborating with architects or leading crews of high-end subcontractors, he ensures projects are not only completed on time but with enduring quality and pride.

Marc began his construction career in San Jose as a Union Carpenter, working on multi-unit stick-frame developments. Over time, he moved into framing contracting and eventually founded his own general contracting business. In 1990, he opened Marc Palacio Cabinet Shop, combining his passion for woodworking with high-level construction management. The shop became a hub for custom cabinetry, built-ins, and architectural millwork serving both commercial and residential clients across the Bay Area.

From restoring Victorian homes for the San Jose Rehab Department to completing multimillion-dollar custom residences in Atherton, Los Altos Hills, and Monte Sereno, Marc’s projects reflect a deep understanding of structure, design, and finish. He has led large crews, managed every phase of the building lifecycle, and delivered both spec and custom-built homes—including a full planned unit development in Willow Glen completed in just 16 months. Marc also holds a B General Contractor’s License and has continued to stay active in hands-on construction, millwork, and leadership throughout his career.

Ruben Alvarado is a Bay Area native born and raised in sunny San Jose California. No stranger to labor and power tools he grew up working many summers on his grandparents property. The workload included everything from small landscaping projects to full bathroom remodels, demo to finish. It was during these summers Ruben discovered a passion for custom construction, a drive for problem solving, and an eye for detail.

Ruben spent many years on the labor side of the workforce as a Carpenter and Demolition Laborer. Majority of that time being with well known custom home company De Mattei Construction. At De Mattei Ruben further enhanced his carpentry and attention to detail in luxury and historical homes. There was a short break in his construction career due to an exploration of other passions such as animal care where he gained supervising experience and management skills. After gaining some leadership experience he returned with CIQU Construction by Dave Rossi where he further fosters his passion for custom fine homebuilding.
